The Missouri Air Conservation Commission (MACC) administers the Missouri Air Conservation Law (Chapter 643, Revised Statutes of Missouri). Created in 1965 by the Missouri General Assembly, the commission consists of seven members appointed by the governor. Commissioners serve four-year terms and meet at least nine times a year. Agendas vary, but they typically include public hearings, actions on rules, requests for variances and/or work related to compliance issues. All meetings are open to the public, and the commission welcomes comments.

The commission's operating policy describes its structure, training provided to commissioners and a member's roles and responsibilities.

Among the commission's duties:

  • Adopting, amending and rescinding rules.
  • Making decisions on appeals from enforcement orders and permit conditions.
  • Beginning legal actions to compel compliance with rules.
  • Assigning duties to local air pollution control agencies.
  • Listing regions as attainment or nonattainment. according to the national ambient air quality standards (NAAQS).
    In an attainment area, air quality meets all federal standards.
    In a nonattainment area, air quality does not meet one or more federal standards.
  • Approving plans for meeting national standards in nonattainment areas.
