A proposed amendment to Code of State Regulations 10 CSR 10-6.261 Control of Sulfur Dioxide Emissions, is now available for public review and comment until Dec. 12, 2024. The department will hold a public hearing about the proposed amendment on Dec. 5, 2024, during the regularly scheduled Missouri Air Conservation Commission meeting. The main purpose of this proposed amendment is to address the issues identified in EPA's disapproval of Missouri's State Implementation Plan (SIP), to remove 10 CSR 10-6.260 from the SIP and replace it with this new rule. The amendment also updates the applicability to specify the units that are subject to the rule. Table 1 will be updated to remove retired units and add previously removed affected units at the Hawthorn and Labadie facilities, which was the primary concern in EPAs disapproval of the previous SIP submittal. The amendment will also remove an exemption and unnecessary fuel sulfur content specifications. For additional details please see the rulemaking report.
