Permits are required to build, erect, alter, replace, operate, use or maintain existing point sources of water pollution. The majority of our permits are for discharging treated wastewater from domestic and industrial facilities. We also issue permits for discharging regulated stormwater and land application of wastes from domestic, industrial and agricultural facilities. Most wastewater permits are written to be site-specific, issued to that one location to reflect the unique nature of the wastewater, stormwater or the receiving water. To view electronic copies of all currently effective site-specific wastewater permits, visit Issued Site-Specific Wastewater Permits.
Master general permits, as opposed to site-specific permits, are issued to multiple locations where activities are similar enough to be covered by a single set of requirements. All facilities receiving a general permit must follow the conditions contained in that general permit until it expires or until the facility obtains a site-specific permit. As a master general permit nears its expiration, the conditions are redrafted, modified if needed and made available for public review and comment. After finalization, a general permit cannot be modified.
*General permits for airports, limestone and rock quarries, lubricant manufacturing and petroleum storage greater than 50,000 gallons are required to be made available for public review and comment before issuance to a new facility.
Note: There are two general sewer extension construction permits, MO-GC00000 and MO-GSE0000. The department alternates between the two permits so all sewer extensions can be issued for enough time before the permit expires — one will be expired while we use the other.
Proposed New Permits
This is the official Notice of Intent for permit development. As each proposed new master general permit is developed, information about public meetings and comment periods will be included below. If you have any questions regarding these proposed permits, please contact the department's permitting staff by telephone at 573-526-3337 or email at dnr.generalpermits@dnr.mo.gov.
MO-G490000 Limestone Quarries
The department will not be renewing Master General Permit MO-G490000. Instead, the department is developing four new master general permits to cover the industries currently under MO-G490000. More information is available in the department's Clean Water Aggregate Permitting, MO-G49 Renewal and the Introduction of Three New General Permits presentation.
- MO-Q000000 Limestone and Sand Quarries

- MO-RC00000 Ready-mix and Concrete
MO-G822000 Land Application of Food Processing Wastewater
The department will not be renewing Master General Permit MO-G822000. Instead, the department is developing four new master general permits in response to the new additions in Missouri Clean Water Law regarding land application of industrial wastewater and wastewater treatment residuals.
Land Application and Composting General Permit Public Meeting, May 19, 2026
- MO-PA00000 Land Application Annual Soil Analysis Method - Surficial land application of industrial wastewater and wastewater treatment residuals from commercial food production industries, eating places and industrial process wastewater composting facilities using the University of Missouri (MU) Annual Soil Analysis method for determining loading rates of surficial land application.
- MO-P100000 Land Application P-Index Single Year Method - Surficial Land application of industrial wastewater and wastewater treatment residuals from commercial food production industries, eating places and industrial process wastewater composting facilities using the Missouri Phosphorus Index (P-Index) single field management plan for determining loading rates of land application.
- MO-P500000 Land Application P-Index Five Year Method - Surficial land application of industrial wastewater and wastewater treatment residuals from commercial food production industries, eating places and industrial process wastewater composting facilities using the Missouri Phosphorus Index (P-Index) Five-Year field management plan for determining loading rates of land application.
- MO-UI00000 Underground Injection - Subsurface dispersal of industrial process wastewater and wastewater treatment residuals from various industries.

Standard Conditions
These minimum conditions apply to all permits where incorporated by reference unless superseded by requirements specific in the permit.
Standard Condition Part I
This document of standard conditions incorporate permit conditions as required by 40 CFR 122.41 or applicable state statues or regulations. These minimum conditions include sampling, monitoring, and recording; reporting requirements; bypass and upset requirements; and administrative requirements.
- Standard Condition Part I - Effective Aug. 1, 2014
- Standard Condition Part I - Effective Nov. 1, 2013
- Standard Condition Part I - Effective Oct. 1, 1980
Standard Condition Part II
This document of standard conditions notes conditions for publicly owned treatment works specific to industrial users, including definitions, identification of industrial discharges, application information and notice to the department.
Standard Condition Part III
This document of standard conditions outline specific requirements for biosolids and sludge from domestic treatment facilities. This part includes general requirements, definitions, mechanical wastewater treatment facilities, biosolids or sludge disposed at other treatment facility or by contract hauler, incineration of sludge, surface disposal sites and biosolids and sludge lagoons, land application of biosolids, septage, closure requirements, monitoring frequency and record-keeping and reporting requirements.
Permit Renewals
Permittees must submit a completed application for the renewal of a permit at least 180 days prior to expiration of a site-specific permit. The following forms must be included (may need more than one): Domestic wastewater systems are those listed as publicly owned treatment works (POTW), or discharge primarily kitchen and/or bathroom wastewater. Industrial facilities are those having industrial wastewater, including cooling water, and/or stormwater discharges for qualifying industries as found in 10 CSR 20-6.200. Domestic wastewater at industrial facilities is included under the industrial operating permit but additional forms may be required, see below
- Form A - Application for Nondomestic Permit Under Missouri Clean Water Law - MO 780-1479 for all non-domestic facilities; will also need Form C, and please review Form D. For systems also irrigating or spreading, see Forms I or R. For Domestic systems at industrial sites, please fill out Form B or B2 for any domestic outfall.
- Form B - Application for Operating Permit for Facilities that Receive Primarily Domestic Waste and Have a Design Flow Less Than or Equal to 100,000 Gallons Per Day for domestic wastewater less than or equal to 100,000 gallons per day.
- Form B2 - Application for Operating Permit for Facilities that Receive Primarily Domestic Waste and Have a Design Flow More than 100,000 Gallons Per Day for domestic wastewater greater than 100,000 gallons per day.
- Form C - Application for Discharge Permit - Manufacturing Commercial, Mining, Silviculture, Operations and Stormwater for all industrial and commercial facilities discharging wastewater and/or stormwater (also always include Form A). A table of the pollutant scan will need to be filled out for each outfall.
- Form D - Application for Discharge Permit - Primary Industries , Form MO 780-1516 for primary or categorical industries as defined by EPA, see form for list of industries (include with Forms A and C; usually required if an Effluent Limitation Guideline (ELG) is applicable to the facility). A table of the pollutant scan will need to be filled out for each outfall, which includes internal outfalls.
- Form I - Permit Application for Operation of Wastewater Irrigation Systems, Form MO 780-1686 for wastewater irrigation systems (usually called non-discharging facilities, or a combination of discharging and non-discharging facility; must accompany Form A or Form B/B2 if wastewater is irrigated or partially irrigated to the surface or subsurface).
- Form R - Permit Application for Land Application of Industrial Wastewater Biosolids and Residuals, Form MO 780-1684 for land application of industrial wastewater, biosolids, or residuals (usually non-discharging facilities, or a combination of discharging and non-discharging facility; must also include Form A).
Completed forms should be submitted via e-mail to cleanwaterpermits@dnr.mo.gov. For questions, please contact your previous permit writer, the regional office, email cleanwaterpermits@dnr.mo.gov, or call the Operating Permits Section at (573) 522-4502.
