Clean Water

All persons who build, erect, alter, replace, operate, use or maintain wastewater treatment facilities in Missouri must pay the appropriate fees according to Missouri Revised Statute 644.057, RSMo, outlined in Code of State Regulations 10 CSR 20-6.011.

Paying Fees

Missouri Clean Water Fees fees can be paid by mail or electronically using JetPay. All customers who choose to pay electronically will be charged a convenience fee, according to section 37.007, RSMo. The convenience fee is retained by the third-party vendor, JetPay Inc., not the Missouri Department of Natural Resources. JetPay reserves the right to electronically debit a $25 service charge, if applicable, for processing an insufficient funds or closed account transaction from your designated bank account, in addition to any charges your bank may assess. Payment transactions are processed on JetPay’s secure and confidential website.

Beginning in 2020, the department began meeting with stakeholders to discuss possible revisions to the fee structure.

Drinking Water

The Public Drinking Water Primacy Fee, Laboratory Certification Fee, Laboratory Services and Program Administration Fees and various operator certification fees establish a dedicated funding source to support the department's efforts to implement the Missouri Safe Drinking Water Law and regulations. The primacy fee provides funding necessary to maintain delegation of, and implement the federal Safe Drinking Water Act and the National Primary Drinking Water Regulations. Missouri public water systems are subject to these fees according to Missouri Revised Statutes, section 640.100, RSMo, and outlined in Code of State Regulations, 10 CSR 60-16.

Fee Structure Changes

The department held stakeholder meetings in January 2020, to discuss potential changes to the primacy fee, laboratory certification fees, laboratory services and program administration fee and operator certification fee structures. The changes to the fee structure were approved by the Missouri Safe Drinking Water Commission and became effective Jan. 1, 2022. For more information, visit Public Drinking Water Fee Structure.
