Midwest Organic Solutions LLC is a food waste recycling facility located at 11354 Thorn Road, outside Jasper, Missouri, Jasper County. Midwest Organic Solutions provides composting of organic byproducts from meat, dairy, food, pet food and other similar processing plants located in Missouri, Arkansas, Kansas and Oklahoma.
Midwest Organic Solutions would like to construct an earthen basin to control compost leachate and stormwater at its facility. Midwest Organic Solutions is proposing to provide the compost to local farmers as a soil amendment to farmland and to land apply the compost leachate.
Compliance History
At this time, Midwest Organic Solutions has been cited for six violations of the Missouri Clean Water Law, which have not been resolved. The department is working to resolve the violations through formal enforcement action.

Note: The department does not keep any collected penalties. Department-collected penalties are paid to the school district in the county in which the violations occurred.
Operating Permit
Midwest Organic Solutions has been operating under a Master General Missouri State Operating Permit. Master general permits, as opposed to site-specific permits, are issued to multiple facilities, where activities are similar enough to be covered by a single set of requirements. Because of its size and the amount of materials it is handling, Midwest Organic Solutions no longer meets the applicability requirements of the master general permit. They have been notified that their coverage under the master general permit is being withdrawn.
Midwest Organic Solutions applied for a site-specific operating permit on July 1, 2026. They submitted an application for operating permit, Land Application Management Plan, land application site evaluations and soil reports to the department for review. Currently the department is reviewing the application and will soon share a proposed permit decision, which will be made available for public review and comment.
