Governor Mike Parson signed Executive Order 19-14 in 2019, establishing Missouri’s Flood Recovery Advisory Working Group in response to significant flooding on the Missouri and Mississippi rivers. The working group identified areas where attention was needed and provided input about priorities for allocation of state funding in response to flooding. In addition to addressing short-term repairs to levees, the group also explored options to improve the conveyance of floodwater through Missouri’s major rivers. The Executive Order directed the working group to submit an initial report to the Governor with findings and suggestions by Dec. 31, 2019, with a final report due May 31, 2020. Both reports are available below. The group continues to meet when conditions warrant.

Lower Missouri Planning Assistance to States

In the past decade, the Lower Missouri River Basin has seen its first, second and fourth highest runoff years on record. With more recurrent damage, the Governors of Missouri, Kansas, Iowa and Nebraska appreciated the need to work together to forge a different path of recovery. They committed to look for innovative solutions that bring systemic protection. In November 2019, the Governors of the four states expressed their commitment to work collectively on enhancing flood protection in the Lower Missouri Basin through the execution of a Memorandum of Agreement. The states took immediate further action by entering into a Planning Assistance to States agreement with the U.S. Army Corps of Engineers. Learn more about the agreement and the work of the group
