On Oct. 19, 2015, the U.S. Environmental Protection Agency's (EPA) final rule governing disposing coal combustion residuals produced by electric utilities became effective. This rule regulates coal combustion residuals from electric utilities as a non-hazardous solid waste under Subtitle D of the federal Resource Conservation and Recovery Act. EPA is in the process of finalizing amendments to the rule.
