On Oct. 7, 2026, New Florence Owner LLC submitted a wastewater operating permit application for a new facility, Project Green Domestic Wastewater Treatment Plant. On the basis of preliminary staff review and applying applicable standards and regulations, the department is providing a draft permit for public comment. Please follow the public comment period link below for more information and copies of the application and draft permit.

The department is holding two public meetings to give the public the opportunity to provide comments. This is the second meeting — attendance is in-person only. A link to the first, virtual only meeting is provided below. At the meetings, the public can have their comments about the draft permit entered into the official record. Public meetings or issuance of the permit will be conducted or processed according to 10 CSR 20-6.020. Anyone wishing to comment can sign up at the meeting and will be allotted time to share their comments on the draft permit.

The department will not answer questions at the meetings, but will provide responses in writing, along with any written comments submitted during the public comment period. Written comments and oral public meeting testimony are treated with equal consideration.
