On June 25, 2025, Curia Missouri submitted a Class 3 Permit modification request to the department, requesting to modify its hazardous waste permit. Curia is proposing to remove about 29 acres of the facility-owned property — the portion that is not covered under the executed Environmental Covenant — from regulation under the permit. The purpose of this request is to align the terms of the permit with the covenant by updating the property descriptions in the permit with those defined in the covenant. Curia has completed several environmental investigation and found no contamination in the area proposed for removal.
The department is accepting written comments on the permit modification request until Aug. 24, 2025. Curia will hold a public meeting about the permit modification request on July 9, 2025. Follow the links below to review the permit modification request or for more information about the public meeting.
Curia is conducting post-closure and corrective action activities at the site under a department-issued Missouri Hazardous Waste Management Facility Part I Permit. The facility was operated as a chemical manufacturing facility since 1949. Volatile organic compounds were often used as raw materials at the facility, including methylene chloride, toluene, xylene, 1,2-dichloroethane, methanol, benzene and chloroform. Investigations concluded that soil and groundwater was contaminated at the facility. The permit requires Curia to implement the approved final remedy for the contamination and perform long-term monitoring and maintenance of a closed surface impoundment. Curia currently operates a pharmaceutical chemical manufacturing facility on the site.
