Under Section 604(b) of the federal Clean Water Act, the Missouri Department of Natural Resources offers grants sub-awards to assist regional public comprehensive planning organizations and interstate organizations to carry out water quality management planning. Planning activities include determining the nature, extent and causes of point and nonpoint source water pollution problems, and developing plans to resolve these problems. When funds are available, a project solicitation request specifying project scope, length and available funds will be advertised.

Who Can Apply
Regional Planning Commissions and Regional Councils of Government within Missouri are eligible to apply for this funding. Names and locations can be found on the Missouri Regional Planning Commissions and Councils of Government webpage.
Eligible Projects and Costs
The department prioritizes using Section 604(b) grant funds towards projects that support a number of planning activities, including the following:
- Identifying the nature, extent and causes of point and nonpoint sources of water pollution
- Developing or implementing all or part of a Source Water Protection Plan
- Assisting with Municipal Separate Storm Sewer System (MS4) compliance through technical assistance
- Implementing stormwater management programs by:
- Assisting with data collection and record-keeping
- Developing policies and procedures
- Developing a vulnerability assessment and resiliency plan for stormwater and floodplain management
- Assessing water quality in an at-risk watershed
- Studying possibilities for wastewater treatment facility consolidation or regionalization
- Updating an outdated Section 208 Water Quality Management Plan
Projects may be up to two years in length.
Award Amounts and Match
Sub-awards will be between $25,000 and $50,000. There is no match requirement.
Application Process
The application period for Section 604(b) Water Quality Management Planning Grants closed Oct. 1, 2024. When funds are available, a request for proposals will be advertised.
Applicants must submit their application and support documentation through the department's Funding Opportunities Portal. New funding portal users must submit a Funding Opportunities Portal Access Request to establish access and use the portal. When completing the access request form, be sure to select Water Protection as a program of interest for financial assistance.
