The Missouri Department of Natural Resources describes a Portland Cement Plant business as:
A facility that uses an energy intensive process to produce cement by grinding and heating a mixture of raw materials such as limestone, clay, sand and iron ore in a rotary kiln. The kiln is a large furnace that is fueled by coal, oil, gas, coke and various waste materials. The produced called clinker from the kiln is cooled, ground and then mixed with a small amount of gypsum to produce Portland cement.

Hazardous Waste/ Infectious Waste Transporter License
If you or your business plans to transport used oil, hazardous waste (combustible liquids, corrosives, poisons/ toxins, flammable liquids, flammable solids, PCB's) or infectious waste in Missouri, you are required to obtain a Hazardous Waste Transporter License. Even though the request is approved by both Missouri Department of Transportation (MoDOT) and the Missouri Department of Natural Resources, you must apply for and renew the license through MoDOT. Major Water User Registration
If you or your business is capable of producing 100,000 gallons per day, or approximately 70 gallons per minute, including all wells or surface intakes, you are required to register with the department as a Major Water User. This registration is not for permitting purposes or to regulate water usage. Major water users are required by law to report the volume of water they used by March 31 of the year following the usage. Registration is required in order to submit reports. The Major Water Users Program is established to simply gather water use data. Missouri collects water use data to better understand and manage the state’s water inventory. Scrap Tire Hauler Permit
If you or your business plans to transport scrap tires (tires that are no longer suitable for their original intended purpose because of wear, damage or defect) for profit within Missouri, you are required to obtain a Waste Tire Transporter License, also known as a Scrap Tire Hauler Permit. The Solid Waste Management Law requires certain scrap tire haulers to obtain a Waste Tire Hauler Permit. You are exempt from this requirement if your activity falls into one of the following categories, provided you do not create pollution, a public nuisance or a health hazard:

Water Exportation Permit
If you or your business want to withdraw water from any Missouri water resource for exportation outside of Missouri, you may be required to obtain a water exportation permit. |
