The Missouri Department of Natural Resources uses the Missouri Clean Water Information Systems (MoCWIS) application to track, report and maintain a detailed history of surface water protections throughout the state. By combining the data in MoCWIS and a geographic information system (GIS), the department can use systems, such as online searchable databases and interactive maps, to transparently report changes in surface water protections. The public and regulated community can view current protections under law, and proposed changes to protections, in an easy-to-understand, user-friendly format.

Applications in Process Search

The Applications in Process Search page provides a list of Water Pollution applications received by the department. An application is considered ‘In Process’ from the date it is received until it is closed. An application is closed when the permit is issued, the application is denied or the application is withdrawn by the applicant.

Search Criteria

You can search using one or many of the following search criteria:

  • Facility Name - Name of the facility as reflected on the application or current version of the permit. You can enter a partial value in this field and the system will return results that contain the value.
  • Permit Type - The type of permit being applied for. This permit type is indicated by the application form or is indicated on the application. The permit types are listed below.
    • Construction Ag Chem
    • Construction CAFO
    • Construction Sewer Extension
    • Construction Wastewater
    • GPCF (Geneal Permit Covered Facility)
    • Heat Pump
    • No Exposure
    • Permit By Rule
    • Site-Specific
    • Underground Injection
  • Issuing Authority - The office responsible for processing the application and issuing the permit. A permit can be issued by any of the department’s five Regional Offices or the Central Office. In rare circumstances a permit could be issued by EPA.
    • CO - Central Office, the Water Protection Program located in Jefferson City
    • EPA - Environmental Protection Agency (Region 7 in Kansas City, KS)
    • KCRO - Kansas City Regional Office (Lee’s Summit)
    • NERO - Northeast Regional Office (Macon)
    • SERO - Southeast Regional Office (Poplar Bluff)
    • SLRO - St. Louis Regional Office (St. Louis)
    • SWRO - Southwest Regional Office (Springfield)
  • Address - First address line for the facility as reflected on the application or current version of the permit. You can enter a partial value in this field and the system will return results that contain the value.
  • City - Name of the city as reflected on the application or current version of the permit. You can enter a partial value in this field and the system will return results that begin with the value.
  • State - State as reflected on the application or current version of the permit. A permit may discharge in Missouri but may have a mailing address in a neighboring state.
  • ZIP Code - ZIP code as reflected on the application or current version of the permit.
  • Owner Name - Name of the facility owner as reflected on the application or current version of the permit. You can enter a partial value in this field and the system will return results that contain the value.
  • DNR Region - geographic DNR region in which the facility is located.
    • KCR - Kansas City Region
    • NER - Northeast Region
    • SER - Southeast Region
    • SLR - St. Louis Region
    • SWR - Southwest Region
  • County - County where the facility is located.

Search Results

Search results will display at the bottom of the screen based on the search criteria entered. Results are limited to 500 records. If more than 500 records are returned, you will be asked to refine your search.

If a facility in the search results is currently under active enforcement, a red X will display next to its name. The search results will display the following information in alphabetical order by facility name.

  • Facility Name/ Address - Name and address of the facility as reflected on the application or current version of the permit. 
  • Owner Name - Name of the facility owner as reflected on the application or current version of the permit. 
  • Application ID - Unique ID assigned to the application.
  • Application Received Date - Date the application was received by the department.
  • Application Type - The type of application (new, modification, owner transfer, renewal, termination).
  • Permit ID - Permit Number of the permit that is linked to this application. Note that this will not display if the application is not linked to a permit instance. For modifications or renewals, this may not display until the permit is on Public Notice.
  • Permit Type - The type of permit being applied for. This permit type is indicated by the application form or is indicated on the application. 

Permit Search

The Permit Search page provides a list of effective or expired permits issued by the department. 

Search Criteria

You can search using one or many of the following search criteria:

  • Permit ID - Permit Number. You can enter a partial value in this field and the system will return results that begin with the value.
  • Permit Type - The permit types are listed below.

  • Legal Description - You can search on the legal description of a permit’s primary permitted features (outfall). You can enter either Section, Township, and Range or Land Grant number.

If the search results contain site specific permits, the Permit IDs are links to PDFs of the permits on the department website. If a permit in the search results is currently under active enforcement, a red X will display next to its name. The search results will display the following information in ascending order by permit number.

  • Permit ID - Permit number.
  • Facility Name/ Address - Name and address of the facility as reflected on the effective or expired permit. 
  • Owner Information - Facility owner and address as reflected on the effective or expired permit. 
  • Permit Type - Type of permit.
  • Major - If this facility is considered a ‘major’ an X will display; otherwise it will be blank. Only site-specific permits can be classified as majors. This classification is based on many factors including design flow, waste type, and other facility characteristics.
  • Effective Date - Date the permit became effective.
  • Expire Date - Date the permit expires.
  • Status -Status of the permit at the time of the search. A permit is effective between its effective and expiration date. A permit is expired once the expiration date has passed.
  • DNR Region - Geographic DNR region in which the facility is located.
    • KCR - Kansas City Region
    • NER - Northeast Region
    • SER - Southeast Region
    • SLR - St. Louis Region
    • SWR - Southwest Region

Water Quality Standards Search

The Water Quality Standards Search page provides a list of water bodies in the current version of the Water Quality Standards.

Search Criteria

You can search using one or many of the following search criteria:

  • County DS - Downstream county in which the body of water is located. Most bodies of water are in one county, but some cross county lines.
  • Water Body ID - The unique body of water ID for the body of water. You can enter a partial value in this field and the system will return results that contain the value.
  • Class - Water Body Class as assigned in the Water Quality Standards.
  • HUC8 - Hydrologic Unit Code in which the body of water is located.
  • Water Body Name - Name of the body of water. You can enter a partial value in this field and the system will return results that contain the value.
  • Uses - Uses that apply to bodies of water as defined by the Water Quality Standards.
  • Standards Table - Title of the Water Quality Standards Table (C through I) that contains the body of water. You may select more than one Standards Table in this search.
  • Metro Area - Metropolitan areas as identified in the Water Quality Standards

  • County DS - Downstream county in which the body of water is located.  Most bodies of water are in one county, but some cross county lines.
  • HUC8 - Hydrologic Unit Code in which the water body is located.
  • Water Body ID - The unique body of water ID for the body of water. You can enter a partial value in this field and the system will return results that contain the value.
  • Water Body Name - Name of the body of water. You can enter a partial value in this field and the system will return results that contain the value.
  • Class - Water Body Class as assigned in the Water Quality Standards.
  • Metro Area - Metropolitan areas as identified in the Water Quality Standards.
  • Size - Water Body size in miles for streams and acres for lakes.
  • Uses - Uses that apply to the body of water as defined by the Water Quality Standards.
  • Table - Standards Table (C through I) that contains the body of water. 
  • Legal DS - Legal description of the downstream point of the body of water.
  • Legal US - Legal description of the upstream point of the body of water.

Nothing in this document may be used to implement any enforcement action or levy any penalty unless promulgated by rule under chapter 536 or authorized by statute.
