Under the Missouri Spill Bill, found in Missouri Revised Statutes sections 260.500 to 260.550, RSMo, responsible parties or spillers are required to report hazardous substances releases to the department's 24-hour Environmental Emergency Response Spill Line at 573-634-2436, or the National Response Center at 800-424-8802.
Environmental Emergency Response duty officers staff the 24-hour spill line. In addition to providing state-level assistance, duty officers also complete an incident report for each spill or incident. The department's environmental emergency response tracking systems contain information related to all hazardous substance emergencies and releases reported on the 24-hour spill line or to the National Response Center as far back as December 1993.
The department's original tracking system, MEERTS, was replaced by a new tracking system, MERLIN, in November 2021. Both systems are available below for searching.

Search Tips
When searching for incidents, the best method will be using the exact address. If you do not have this, you will need to use what data you have (responsible party, incident date, etc.); however, this will return more broad results you will have to review to find the exact information you’re looking for. Some tips for the best results using an address include:
- Less is more. Leave out St., Ave., etc. as this can exclude many results.
- Do not include the house number unless necessary as this could exclude results.
- Do not include apartment numbers as this will exclude results.
- Spell out all portions of the address (Examples: North, South, Interstate, Highway, Route, etc.)
- Be sure to try both versions of a numbered street name (example: 1st Street AND First Street)
- Numbered state roads are designated as highways (examples: Highway 50, Highway 63)
- Lettered state roads are designated as routes (examples: Route B, Route AA)
- Do NOT use any punctuation in the search fields (periods, commas, dashes, etc.). This will only exclude results.
An example of a search for the capitol of Missouri that would return accurate results would look like this:
Address – West Capitol
City – Jefferson City
This would return all results that occurred on West Capitol Avenue in Jefferson City. From there, you will be able to browse through the results and find anything related to your specific request.
