Hazardous Waste Permit Modification Request

On Dec. 9, 2023, Lone Star Industries Inc., doing business as Buzzi Unicem USA, submitted a Class 2 Permit modification request to the department, requesting to modify its hazardous waste permits. Lone Star is proposing revisions to its Waste Analysis Plan to clarify the criteria for evaluating whether a fuel stream can provide reasonable heating value before accepting the fuel at the facility. The department is accepting written comments on the permit modification request until Feb. 7, 2024. Lone Star will hold a public meeting about the permit modification request on Dec. 28, 2023. The Lone Star facility facility currently is operating under a department-issued Missouri Hazardous Waste Management Facility Part I Permit and U.S. Environmental Protection Agency (EPA)-issued Hazardous and Solid Waste Amendments Part II Permit. Currently, the Lone Star facility operates a dry process rotary cement kiln, which produces clinker, the main ingredient in Portland cement. Lone Star uses mainly coal to heat their kiln system. To supplement its fuel needs, Lone Star also uses non-hazardous waste fuels and solid and liquid hazardous waste-derived fuels. Lone Star receives the hazardous waste in bulk tanker trucks and 55-gallon drums, “blends” the waste with other hazardous waste to meet fuel specifications, and stores the resulting wastes in tanks until they are used as liquid fuel.

Paper copies of the permit modification request and supporting documents are available at the Cape Girardeau Public Library, 711 Clark St., Cape Girardeau, Missouri (during normal business hours). Comments on the permit modification request are more effective if they point out legal or technical issues or provide information that is not in the record.
