City will make stormwater system improvements

JEFFERSON CITY, MO, DEC. 24, 2025 - The Missouri Department of Natural Resources has awarded $10 million in financial assistance to the city of Springfield for upgrades to its stormwater system. The project is estimated to cost nearly $22.4 million and is expected to be completed in December 2026.

The Renew Jordan Creek – Main to Boonville project will uncover approximately 1,200 linear feet of Jordan Creek that is currently enclosed in concrete box culverts and create a mixed-use urban park adjacent to the creek that will serve as a community gathering space. The project also aims to reduce flooding in the city’s downtown area and improve the ecological conditions of Jordan Creek.

The Jordan Creek project will enable the city to operate a stormwater system that meets the requirements of the city’s Municipal Separate Storm Sewer System permit and will result in improved water quality for Jordan Creek.

Project funding consists of a $6.5 million loan and a $3.5 million grant through the Clean Water State Revolving Fund, along with nearly $12.4 million in other funds. The funding provided by the department is estimated to save the city’s ratepayers $3.5 million in principal and approximately $1.7 million in interest over the loan’s 15-year term.

“An important part of our job is making sure Missouri communities can plan and fund infrastructure improvements to protect homes, businesses and communities, and that includes upgrades to city stormwater systems to ensure a safer community,” said Missouri Governor Mike Parson.

“We are proud to offer qualified Missouri communities funding assistance vehicles that can help them undertake stormwater improvement projects, like Renew Jordan Creek” said Dru Buntin, director of the Missouri Department of Natural Resources. “We can tailor assistance programs for cities of all sizes so they can improve their stormwater, drinking water or wastewater treatment systems. This in turn helps protect public and environmental health, and improves the quality of life for Missourians.”

The Clean Water State Revolving Fund finances improvements to wastewater treatment facilities, sewer collection system rehabilitation and extensions, and combined sewer overflow corrections. The fund also finances upgrades in treatment system security, efficiency and conservation. Communities that borrow from the fund benefit from the below-market interest rate and from assistance provided throughout their project by a department project manager.

The department is committed to assisting Missouri communities with water and wastewater infrastructure improvement projects. Through its Financial Assistance Center, the department provides funding opportunities for qualified communities with water quality, wastewater and drinking water infrastructure needs. This project will be funded wholly or in part with monies received from the U.S. Environmental Protection Agency.
