Event Type: Meeting
Organization: Public Drinking Water Rulemaking

The department's Water Protection Program, Public Drinking Water Branch plans to hold several stakeholder meetings for upcoming state rulemaking activities related to the National Primary Drinking Water Regulations (NPDWRs) for the Lead and Copper Rule Revisions (LCRR), Lead and Copper Rule Improvements (LCRI), Consumer Confidence Report Rule Revisions (CCRRR) and the proposed Per- and Polyfluoroalkyl Substances (PFAS) NPDWR. The LCRR and the subsequent LCRI create requirements for identifying and replacing lead service lines, while making other significant changes to lead and copper rule requirements. The CCRRR reshapes how public water systems communicate risk, requiring more transparent and accessible water quality reports for consumers. The PFAS NPDWRs introduce the first-ever legally enforceable limits for certain PFAS. In order to obtain primary enforcement authority for these federal requirements, the department must amend 20 separate Safe Drinking Water Commission rules.

To allow stakeholders a manageable volume of information, rulemakings will be divided into logical groupings throughout the stakeholder engagement process. The department will present the following draft rulemakings at this meeting.

Chapter 4 - Contaminant Levels and Monitoring

  • 10 CSR 60-4.030 Maximum Inorganic Chemical Contaminant Levels, Action Levels and Monitoring Requirements

Chapter 15 - Lead and Copper

  • 10 CSR 60-15.010 General Requirements
  • 10 CSR 60-15.040 Source Water Treatment Requirements
  • 10 CSR 60-15.050 Lead Service Line Replacement Requirements
  • 10 CSR 60-15.090 Monitoring Requirements for Lead and Copper in Source Water

Once available, draft text of each rulemaking and supporting documents may be found on the department's Public Drinking Water Rulemaking webpage. Draft documents will be available at each meeting.
