The city of Oran is requesting bids for a Water Supply Improvements project. Separate sealed bids may be submitted to City of Oran, City Hall, 1200 State Highway W, Oran, MO 63771, until Thursday, Nov. 19, 2026, at 2 p.m. local time. At that time, all bids received will be publicly opened and read.
The project generally includes constructing a new water plant, stand‐by power units, a new well with controls, pumping equipment and controls replacement for an existing well and pipeline work to connect and complete the system, all to be done under DNR Project Number DW‐291425‐01.
This project is financed through the Missouri State Revolving Fund and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.
Obtaining the Bidding Documents

Printed copies of the bidding documents may be obtained from the Issuing Office, during the hours indicated above, upon submitting a nonrefundable $500 fee for each set. Checks must be payable to Waters Engineering. Upon receipt of the nonrefundable fee, the Issuing Office will transmit the bidding documents by delivery service. The date the bidding documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the bidding documents. Partial sets of bidding documents will not be available from the Issuing Office. Neither the owner nor engineer will be responsible for full or partial sets of bidding documents, including addenda if any, obtained from sources other than the issuing office.
Instructions to Bidders
One bid lump sum price is requested for all work, which will be done under one contract. The Owner anticipates the project’s total bid price will be approximately $4,000,000. The project is to be substantially complete within 480 consecutive calendar days after the date of the Notice to Proceed.
No bidder may withdraw his bid within 90 days after the actual date of the opening thereof. Bid security shall be furnished according to the Instructions to Bidders. For all further requirements regarding bid submittal, qualifications, procedures and contract award, refer to the Instructions to Bidders that are included in the bidding documents.
The provisions of the 2010 Appropriations Bill, A Davis‐Bacon Act “related act”, and the Federal Wage Decision included in the contract documents shall apply to this project. The provisions of Missouri Law and 10 CSR 60‐13.020(2)(M), and the Missouri Wage Determination included in the contract documents and shall apply to this project. The higher of the Federal or State wage requirements shall be paid.
Bidders should note the requirements for OSHA training of workmen and the requirements prohibiting the employment of unauthorized aliens prohibited including the submission of an Affidavit of Work Authorization with their bids.
