The department proposes to issue a Section 401 Water Quality Certification to the U.S. Army Corps of Engineers (USACE), subject to general or special conditions. The department invites the public to review and offer written comments on the proposed certification conditions until Oct. 21, 2026. The public can review the proposed certification conditions below. Other relevant information is available for review and copying upon request. Written comments may be submitted by mail to Missouri Department of Natural Resources, Water Quality Certification, PO Box 176, Jefferson City, MO 65102-0176 or by email to wpsc401cert@dnr.mo.gov. Please include the certification number in the comment letter.

The USACE requested Section 401 Water Quality Certification to accompany the USACE Permit for Nationwide Permit (NWP) 41 for "reshaping existing drainage ditches". The project proposes to reclaim and stabilize streambanks within the Upper St. Francois HUC 8 Watershed (08020202) that were damaged due to flooding in July 2026. Information to identify the project location, including stream reaches with listed impairments or special water designations, may be obtained from the department’s Water Protection Program.

This certification may be issued under Section 401 of Public Law 95-217, the CWA of 1977 and subsequent revisions. Pursuant to Section 121.7(d), this office certifies the proposed project will comply with Missouri water quality requirements.
