The Missouri Department of Natural Resources invites the public to review and offer written comments on a draft solid waste disposal area construction permit for the Jefferson City Landfill LLC, doing business as Jefferson City Landfill Authority Horizontal Expansion, until Nov. 11, 2026. Jefferson City Landfill LLC's proposed sanitary landfill would be used for disposing municipal solid waste, bulky waste, demolition and construction waste, brush and wood waste (except for yard waste), cut, chipped or shredded tires as defined in 10 CSR 80-8, soil, rock, concrete, related inert solids relatively insoluble in water, incinerator and air pollution control residues generated from non-exempt facilities, and special waste. The proposed site is 5605 Moreau River Access Road, approximately 0.75 miles east of Jefferson City at the northeast corner of the intersection of US Highway 50/63 and Shamrock Road.
The department’s Waste Management Program reviews all applications submitted by cities, counties and private owners to ensure that solid waste disposal areas are properly designed and constructed. Other technical factors that protect Missouri’s environment are also examined.
The pubic can review an electronic copy of the draft permit and groundwater monitoring plan below. Paper copies of the draft permit and supporting documents are available at the Missouri River Regional Library, 214 Adams St., Jefferson City, Missouri, during their normal business hours, or the department's Elm Street Conference Center in Jefferson City, Missouri. An Open Records/ Sunshine Law Request will need to be submitted to review or obtain copies of the department's files.
