The city of Blue Springs, Missouri is requesting proposals for services to complete lead service line inventory phase A. All proposals, including price for the services, must be received at City of Blue Springs, 903 W. Main St., Blue Springs, MO 64015, by Tuesday, Oct. 27, 2026 at 2 p.m. local time, at which time the proposals will be opened and read publicly at City Hall.
The Scope of Work includes locating and identifying water service pipe material of approximately 4,114 water meters within the city limits of Blue Springs, MO. This includes an investigatory excavation of water service line on the city owned and customer owned sides of the water meters, GPS location of investigatory excavation to city of Blue Springs GPS requirements, non-destructive testing of the water service line, reporting any damage to the revealed water service line, repairing investigatory excavation to pre-excavation condition, digital and printed report, and other incidental items and work described in the Project Manual, or reasonably inferable therefrom.
This project is financed through the Missouri State Revolving Fund, by the Water and Wastewater Loan Revolving Fund and federal Capitalization Grants to Missouri.
Bid documents can be requested by email from Nick Weber at nweber@cochraneng.com. Bid packages will be distributed electronically at no cost to the bidder. When requesting the documents, you will be required to provide your company name, contact person and phone number, a complete company address and an e-mail address to be added to the Plan Holders List and for receiving official bidding communications and addenda. If you are not on the Plan Holders List, you will not receive any addenda issued. Hard copies will not be available for purchase. Bidders may make printed copies of the bid documents (plans, project manual, and a bid packet) at their own expense.
Project and bidding questions shall be conducted exclusively via e-mail. Any questions regarding this project must be submitted to nweber@cochraneng.com, by Oct. 22, 2026 at 4 p.m. local time. No written questions after this date or any verbal questions will be recognized.
A bid security in the amount of 5% of the bid amount must accompany each bid. The city of Blue Springs anticipates issuing notice to proceed in November 2026 with a contract length of 150 calendar days.
The wage rates applicable to this project have been predetermined as required by law and are set forth in this specification. When Federal wage rates are applicable and included, this contract is subject to the “Work Hours Act of 1962,” (P.L. 87-581: 76 Stat. 357) and implementing regulations. Pursuant to RSMo 285.530 (1), No business entity or employer shall knowingly employ, hire for employment, or continue to employ an unauthorized alien to perform work within the state of Missouri. The successful bidder must submit a sworn affidavit and documentation affirming the business entity's enrollment and participation in the federal work authorization program and that all of its employees working for the contracted services are not illegal immigrants.
Bidders on this work will be required to comply with the President's Executive Order Number 11246. Requirements for bidders and contractors under this order are further explained in the specifications. Upon signing the contract, the successful contractor and any subcontractor performing the work shall provide a 10-hour Occupational Safety and Health Administration (OSHA) construction safety program for their on-site employees.
The city of Blue Springs hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
The appropriate state and federal wage rates are applicable to this project.
