Cole County Public Water Supply District No. 4 is requesting proposals for services to complete a lead service line inventory and provide lead service line replacement plan services. All proposals, including price for the services, must be received at Cole County Public Water Supply District No. 4, 7712 Route M, Jefferson City, MO 65101 by Tuesday, Nov. 3, 2026 at 2 p.m. local time, at which time they will be opened and read publicly.
This project is financed through the Missouri State Revolving Fund, by the Water and Wastewater Loan Revolving Fund and federal Capitalization Grants to Missouri.
A pre-bid conference will be held Tuesday, Oct. 27, 2026 at 2 p.m. at the Cole County Public Water Supply District No. 4 office, 7712 Route M, Jefferson City, Missouri. The pre-bid conference is not mandatory.
The contract documents may be examined at American Document Solutions (ADS), 1400 Forum Blvd, Suite 1C, Columbia, MO 65203, or online at ADS Planroom. Copies of the bidding documents may only be purchased through ADS, 1400 Forum Blvd., Suite 7A, Columbia, MO 65203, by telephone at 573-446-7768 or email orders@adsmo.net upon payment of a non-refundable deposit. Purchase price is available upon request from ADS. Checks for bidding documents must be made payable to “ADS” and mailing costs are the responsibility of the purchaser. Upon receiving the document deposit plus a non-refundable shipping charge, ADS will transmit the bidding documents by delivery service. The shipping charge amount will depend on the shipping method selected by the prospective bidder. The date the bidding documents are transmitted by ADS will be considered the bidder’s date of receipt of the bidding documents. Partial sets of bidding documents will not be available from ADS. Neither Owner nor Engineer will be responsible for full or partial sets of bidding documents, including Addenda if any, obtained from sources other than ADS.
Bidders on this work will be required to comply with the President's Executive Order Number 11246. Requirements for bidders and contractors under this order are further explained in the bidding documents.
