The city of Clarksville is requesting bids for the Clarksville Wastewater Treatment Facility Outfall Relocation project. Separate sealed bids received at Clarksville City Hall, 111 N. Howard St., P.O. Box 530, Clarksville, MO 63336, until Wednesday, Oct. 7, 2026, at 2 p.m. local time. At that time, all bids received will be publicly opened and read aloud.
The work to be done generally consists of 4-inch PVC SDR-26 Forcemain – 3,550 linear feet and Lift Station and related work.
This project is financed through the Missouri State Revolving Fund and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.
Obtaining the Bidding Documents
Contract documents including plans and specifications may be obtained electronically at no charge through Klingner and Associates planning room. Printing and shipping costs for hard copies are the responsibility of the Contractor. You must register with City Blue as a prime bidder or sub-bidder to receive addendums and notices relative to the bid.
Instructions to Bidders
No pre-bidding conference will be held.
A certified check or bank draft, payable to the order of City of Clarksville, Missouri, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to 5% of the total Bid shall be submitted with each Bid. Each bidder must deposit with his bid security in the amount, form and subject to the conditions provided in the Information for Bidders.
Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and Davis Bacon and/or State prevailing wage rates to be paid under the contract, Segregated Facility, Section 109, and the President's Executive Order Number 11246. Requirements for bidders and contractors under this order are explained in the specifications.
Attention is called to the fact that no less than the minimum salaries and wages as set forth in the contract documents must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Bids may be held by the City of Clarksville for a period not to exceed 90 days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, before awarding the contract. No bidder may withdraw his bid within 90 days after the actual date of the opening. The City of Clarksville, Missouri reserves the right to reject any or all bids or to waive any informality in the bidding.
