The city of Springfield, Missouri is requesting bids for the Northwest Treatment Plant Foam Fractionation Process project. Bids will be received electronically through Springfield’s e-bidding service provider, Euna OpenBids (formally DemandStar), from qualified persons or firms, until Tuesday, Sept. 22, 2026, at 3 p.m. local time. The scope of this project includes installing a PFAS removal system using foam fractionation to remove PFAS compounds from a leachate stream at the Northwest Wastewater Treatment Plant. Construction includes installing the foam fractionation system, PFAS destruction system, equalization tank and process interconnections for a fully functioning system including plumbing, electrical and communications.
This project is financed through the Missouri State Revolving Fund and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.

A pre-bid conference for the project will be held Tuesday, Aug. 25, 2026 at 10 a.m. The pre-bid conference will be conducted by

Bids shall be submitted on the forms provided and may be manually, electronically or digitally signed by the individual authorized to legally bind the company. Bidders are to submit all pages of this IFB identified with “RETURN THIS PAGE” stated on the bottom right corner of said pages. Failure to do so shall render your bid non-responsive. Bids received after the opening date and time shall not be considered.

Prevailing Wage: Davis Bacon Act: WD# MO20260001 or Missouri Prevailing Wage Order No. 33, Section 039-Greene County, dependent upon which Wage Order has the higher wage rate and requirements are more protective of worker, shall be in effect and used for this project. Contractor to determine based on a classification-by classification basis.
Prevailing Wage is applicable on public works construction projects valued at more than $75,000, such as bridges, roads and government buildings. All wages paid for public works construction projects valued at more than $75,000 under this Contract shall comply with requirements of the prevailing wage law of the State of Missouri, Secs 290.210 and 290.230 et seq., RSMo., as amended by the Division of Labor Standards, State of Missouri, and regulations promulgated by the Division of Labor or applicable Federal Davis Bacon.
For any contract for services greater than $5,000, the successful bidder shall comply with section 285.530, RSMo., as amended, and (1) provide by affidavit affirmation that it does not knowingly employ any person who is an unauthorized alien and (2) provide documentation affirming its enrollment and participation in a federal work authorization program with respect to the employees working in connection with this contract. The required documentation affirming enrollment must be from the federal work authorization program provider. A letter from the respondent reciting compliance is not sufficient. All bids should include the signed and notarized Work Authorization Affidavit and the electronic signature page from the E-Verify program. A letter from the Contractor reciting compliance is not sufficient.
