The village of Eagleville, Missouri is requesting bids for the Wastewater System Improvements project. Separate sealed bids will be received at Eagleville City Hall, 10028 10th St., Eagleville, MO 64442, until Tuesday, Sept. 8, 2026, at 1 p.m. local time. At that time, all bids received will be publicly opened and read aloud. 

The work to be done generally consists of lagoon improvements, including the addition of a cascade aeration structure and chemical feed building. Collection system improvements including manhole rehabilitation and lift station improvements. 

This project is financed through the Missouri State Revolving Fund and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.

Partial sets of bidding documents will not be available from Drexel Technologies or Lamp Rynearson. Neither owner nor engineer will be responsible for full or partial sets of bidding documents, including addenda, if any, obtained from sources other than the Issuing Office. Instructions to Bidders

A pre-bid conference for the project will be held Monday, Aug. 17, 2026 at 1:30 p.m. at Eagleville City Hall, 10028 10th St., Eagleville, Missouri. Attendance at the pre-bid conference is encouraged but not required.

Each Bid shall be accompanied by bid security in the form of a Bid Bond (on the form included with the Bidding Documents) in the amount of 5% of the bid per Code of State Regulations 10 CSR 20-4.040(17) and shall be payable without condition to City of Eagleville, Missouri, as a guarantee that the Bidder, if successful, will execute the Agreement and provide acceptable Performance Bond and Payment Bond, each in the amount of 100% of the Contract Price, as required per 10 CSR 20-4.04(17). Bonds shall be obtained from companies holding certificates of authority as acceptable securities (31 CFR Part 233).

The Owner will issue payment to the Contractor in the amount of 95% of the contracted value of the completed work as of the end of the preceding month, as recommended by the Engineer. Payment for the balanced retained will be issued by the Owner upon completion of the work and approval thereof by the Owner’s Engineer, city or other governmental agency approval when necessary, and acceptance by the Owner.

All bids shall reflect payment of not less than State of Missouri prevailing wage or Davis Bacon Act, to be paid to all workers performing work under this contract in accordance with all requirements of Sections 290.010 through 290.580 RSMo. The prevailing wage rates for projects in the State of Missouri shall apply for the county where the work is to be performed on this contract, as do any requirements of the State of Missouri associated with the use of the State Prevailing Wages.

All manufactured goods or commodities used or supplied under this contract must meet the requirements of the Domestic Products Procurement Law, RSMo. 34.350-RSMo 34.359. Compliance certification must be submitted with this bid. For projects in the State of Missouri, the amount retained from monthly payments shall be in accordance with State law.

The City of Eagleville is an Equal Opportunity Employer and invites the submission of bids from Disadvantaged Business Enterprises. The current negotiated “fair share” percentages for Minority and Women’s Business Utilization are 10% (MBE) and 5% (WBE).

The following information must be obtained from all prime and subcontractors:

  3. The procurement on which the entity bid or quoted, and when.
  4. Entities status as an MBE/WBE or Non-MBE/WBE.
