The Missouri Department of Natural Resources has partnered with the Environmental Improvement and Energy Resources Authority to secure a contractor to design and implement Missouri's Home Energy Rebates Program. To be considered, an electronic copy of your proposal must be submitted by email to eiera@eiera.mo.gov and received by Thursday, July 2, 2026 at 3 p.m. local time.

The Home Energy Rebates Program includes the Home Owner Managing Energy Savings (HOMES) rebate program and High-Efficiency Electric Home Rebate (HEEHR) program. The request seeks a qualified contractor to draft revised full funding applications, if required, and implementation blueprints for the Home Energy Rebates Program, implement the rebate programs, and draft the state’s Market Transformation Plans for the rebate programs, under the direction of the department's Division of Energy. All activities must be conducted according to the program guidance issued by the U.S. Department of Energy and the department's Division of Energy's approved funding applications. The scope of work and other information is available in the Request for Proposals, located online at eiera.mo.gov.

Questions regarding the Request for Proposals should be submitted by email to eiera@eiera.mo.gov no later than 3 p.m., on June 18, 2026. The responses will be posted on EIERA's website.
