The department proposes to issue a Section 401 Water Quality Certification to the U.S. Army Corps of Engineers' (USACE), subject to general or special conditions. The department invites the public to review and offer written comments on the proposed certification conditions until July 2, 2026. The public can review the proposed certification conditions below. Other relevant information is available for review and copying upon request. Written comments may be submitted by mail to Missouri Department of Natural Resources, Water Quality Certification, PO Box 176, Jefferson City, MO 65102-0176 or by email to wpsc401cert@dnr.mo.gov. Please include the certification number in the comment letter.

USACE requested Section 401 Water Quality Certification for the reissuance of USACE Regional General Permit No. 34 for Missouri (GP-34M) for its Kansas City Regulatory District, St. Louis Regulatory District, Rock Island District, Little Rock District and Memphis District. This permit authorizes the discharge of dredged or fill material in association with excavation of sand and gravel in waters of the United States within the state of Missouri. This regional general permit was originally issued Dec. 18, 1995, with renewals occurring every 5 years, most recently in August 2021.

This certification may be issued under Section 401 of Public Law 95-217, the CWA of 1977 and subsequent revisions. Pursuant to Section 121.7(d), this office certifies the proposed project will comply with Missouri water quality requirements.
