The city of New London is requesting bids for the New London Water System Improvements project. Separate sealed bids may be submitted to City Hall, 217 S. Main St., New London, MO 63459, until Wednesday, June 24, 2026, at 2 p.m. local time. At that time, all bids received will be publicly opened and read.
This project is financed through the Missouri State Revolving Fund and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.
Obtaining the Bidding Documents
Contract documents including plans, technical specifications and addenda may be obtained electronically at www.klingnerplanroom.com. Printing and shipping costs for hard copies are the responsibility of the contractor. You must register with CityBlue as a prime bidder or subcontractor to receive bidding documents and notices relative to the bid. and be listed as plan holder. The city of New London reserves the right to reject any bid from a prime bidder or subcontractor that is not listed on the plan holders list.
Instructions to Bidders
A pre-bid conference will not be held.
A certified check or bank draft, payable to the order of City of New London, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the bidder and an acceptable surety in an amount equal to 5% of the total bid must be submitted with each bid. Bidders on this work will be required to comply with 29 C.F.R. Part 30 and 42 U.S.C. Subchapter 6 - Equal Employment Opportunities. Requirements for bidders and contractors under this order are explained in the specifications.
No less than the minimum salaries and wages, as set forth in the contract documents, must be paid on this project. The contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
Bidders for this work will be required to comply with Executive Order 12549 (Debarment and Suspension).
