The city of Springfield, Missouri is requesting bids for the Group 8 Public Sewer Rehabilitation project. Separate sealed bids may be submitted to City of Springfield, Environmental Services Department, 840 Boonville Ave., Springfield, MO 65802, until Tuesday, June 9, 2026, at 2 p.m. local time. At that time, all bids received will be publicly opened and read aloud in Conference Room 106. Access to view bid opening virtually will be available upon request by the bidder.
The work to be performed under this contract generally consists of sewer main cleaning, Closed Circuit Televised Video (CCTV) and Cured-In-Place Pipe (CIPP) rehabilitation on sewer mains. This includes rehabilitating approximately 99,018 linear feet of sewer main, ranging from 8-inch to 42-inch diameter, and pre- and post-rehabilitation CCTV inspection. Additional project details are provided in the bidding documents.
This project is financed through the Missouri State Revolving Fund and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.

Instructions to Bidders
A pre-bid conference will be held May 19. Meeting attendance is not required.
Bid security must accompany each bid. Each bidder must file a cashier’s check, certified check, or bidder’s bond with their bid, in the amount of 5% the total amount of the base bid, made payable to the city of Springfield. Failure to include the bid security will result in the bid being returned unread.
The successful bidder will be required to furnish a construction performance bond and a construction payment bond as security for the faithful performance and the payment of all bills and obligations arising from the performance of the Contract.
Contractor and all subcontractors will be required to conform to the labor standards and employment requirements detailed in the contract documents. Bidders must agree to comply with the Prevailing Wage Rate referred to in the bidding documents. The the city of Springfield reserves the right to award the contract in full, to reject any or all bids, to waive informalities, and to reject nonconforming, non-responsive or conditional bids. If the Contract is to be awarded in full, the city of Springfield will give the successful bidder a Notice of Award within the number of days set forth in the bid form for accepting the bid.
The names, addresses, telephone numbers, proposed work items and the dollar amount of all subcontractors the bidder expects to use in performing the work described in the bidding documents must be furnished with the bid proposal using the form provided. If no subcontractors are expected to be used, a statement to that affect must accompany the bid proposal using the form provided.
Bidders on this work will be required to comply with the President's Executive Order Number 11246. Requirements for bidders and contractors under this order are explained in the specifications.
