Moniteau County Public Water Supply District No. 1 is requesting bids for the 2026 Drinking Water Systems Improvements project. Separate sealed bids may be submitted to Bartlett and West Inc., 601 Monroe St., Suite 201, Jefferson City, MO 65101, until Wednesday, June 10, 2026, at 2 p.m. local time. At that time, all bids received will be publicly opened and read. 

This project is financed through the Missouri State Revolving Fund and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.

Copies of the bidding documents may be obtained from American Document Solutions, upon submitting a non-refundable deposit. The purchase price is available upon request from American Document Solutions. Checks are to be made payable to “ADS”, and mailing costs are the responsibility of the purchaser. 

Instructions to Bidders

A pre-bid conference will be held Thursday, May 28, 2026 at 2 p.m. local time at the office of Moniteau County Public Water Supply District No. 1, located at 34951 Morgan St., Fortuna, Missouri 65034.

Bids shall be on a Unit Price and Lump Sum basis as indicated on the bid form. Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Instructions to Bidders. Moniteau County Public Water Supply District No. 1 reserves the right to reject any and all bids and to waive all informalities in the bids. No bidder may withdraw their bid within 90 days after the actual date of the bid opening.

Bidders are informed that pursuant to Section 285.530, RSMo, as a condition of the award, the successful Bidder shall, by sworn affidavit and provision of documentation, affirm its enrollment and participation in a federal work authorization program with respect to the employees working in connection to the contracted services. Successful Bidder shall sign an affidavit affirming that it does not knowingly employ any person who is an unauthorized alien in connection to the contracted services.

Bidders on this work will be required to comply with the President’s Executive Order Number 11246. Requirements for bidders and contractors under this order are explained in the specifications. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and Davis Bacon and/or State Prevailing wage rates to be paid under the contract, Segregated Facility, Section 109, and E.O. 11246. MBE, WBE and Section 3-DBE bidders are encouraged to bid.

All bids shall reflect payment of not less than State of Missouri prevailing wage to be paid to all workers performing work under this contract in accordance with all requirements of Sections 290.010 through 290.580 RSMo. 

All contractors or subcontractors doing work on the Project must require its on-site employees to
complete the ten-hour construction safety training program required under Section 292.675, RSMo, unless they have previously completed the program and have documentation of having done so.
