A proposed amendment to Code of State Regulations 10 CSR 20-6.010 Construction and Operating Permits, is now available for public review and comment until Feb. 9, 2026. The purpose of this proposed rule amendment is to update how continuing authorities are designated, how the Continuing Authority section of the rule is implemented into Missouri State Operating Permits, when facilities are exempt from the preferential hierarchy components of the rule and when level two continuing authorities must update management plans for department approval. Other proposed revisions include the following:
- Amendments to improve clarity and consistency within rule.
- Revisions to the permit application process to decrease the amount of staff time spent working on applications that are submitted as incomplete and where the applicant is nonresponsive to department inquiries to receive completed applications.
