The city of Fredericktown, Missouri is requesting qualifications for engineering services to address collection system improvements, including gravity sewer main replacement. The engineering services required may include planning, design and construction oversight of the project.
All information must be submitted to the attention of Ashley Baudendistel, Deputy City Clerk, no later than Tuesday, Jan. 6, 2026, at 10 a.m. local time. Submittals may be in person at the Fredericktown Fire Department, 202 W. College Ave., Fredericktown, Missouri, or by mail to P.O. Box 549, Fredericktown, MO, 63645.
This project is financed through the Missouri State Revolving Fund, by the Water and Wastewater Loan Revolving Fund and federal Capitalization Grants to Missouri.
Request for Qualifications
The engineering services required may include planning, design and construction oversight of the project. Facility plans and engineering reports should adhere to 10 CSR 20-8.110 Engineering – Reports, Plans, and Specifications.
Qualification information provided to the City of Fredericktown shall include:
- The specialized experience and technical competence of the firm with respect to the type of services required (30 points);
- The capacity and capability of the firm to perform the work in question, including specialized services, within the time limitations fixed for the completion of the project (25 points);
- The past record of performance of the firm with respect to such factors as control of costs, quality of work, and ability to meet schedules (25 points); and
- The firm’s proximity to and familiarity with the area in which the project is located (20 points).
*There is a maximum limit of 25 pages for qualification reports submitted.
Once the City of Fredericktown selects the most qualified firm based on the above qualification evaluation, an engineering agreement will be negotiated. The engineering agreement may include services other than planning, design and construction management, including, but not limited to, assistance with securing project financing, assistance with attaining easements or real property, user rate analysis, geotechnical analysis, surveying, or other services as needed.
