Liberty Utilities requested Section 401 Water Quality Certification to accompany the U.S. Army Corps of Engineers' (USACE) Permit for Nationwide Permit 13 for “Bank Stabilization” and Nationwide Permit 58 for "Utility Line Activities for Water and Other Substances." The approximate coordinates for the proposed project are 37.040576°N -94.611899°W, in Newton County, Missouri. The proposed project includes modifying an existing tributary to Shoal Creek for use as a cooling water intake structure. This includes alteration of the streams profile both in width and depth and placing a concrete pad, on which the intake structure will be placed. This construction area will extend into Shoal Creek, modifying the mouth of the tributary and placing rip rap to reduce erosive forces and improve long term success. The total linear feet of stream impacts for developing the project and associated infrastructure is 515 linear feet.
