The department proposes to issue a Section 401 Water Quality Certification to the city of St. Charles, subject to general or special conditions. The department invites the public to review and offer written comments on the proposed certification conditions until Dec. 3, 2025. The public can review the proposed certification conditions below. The city of St. Charles requested Section 401 Water Quality Certification to accompany the U.S. Army Corps of Engineers' (USACE) Permit for Nationwide Permit 13 for “Bank Stabilization.” The approximate coordinates for the proposed project are 38.7704°N -90.5522°W, in St. Charles County, Missouri. The proposed project includes stabilizing 420 linear feet of stream, a part of which experienced a sudden bank failure in 2024, and correcting for an undermined sewer pipe. Stabilization measures will include grading the effected slope for placing rip rap and geogrid stabilization for soils, along with biologic measures through using native trees and shrubs to establish a riparian corridor for a more natural, long-term stability. To ensure long term success, the stream bed will be lined to protect from erosive forces in the channel and a flood bench will be constructed on the opposing bank to reduce velocity in high flow conditions.
