Separate sealed bids for the Clarksburg Wastewater System Improvements project will be received by City of Clarksburg, Missouri at the office of Bartlett & West, Inc. located at 601 Monroe St., Suite 201, Jefferson City, Missouri, 65101 until 2 p.m. local time on Thursday, July 31, 2025 and then at said office publicly opened and read aloud.

Obtaining the Bidding Documents

Contract documents may be viewed at the offices of the City of Clarksburg, Missouri, Bartlett & West, and American Document Solutions. The contract documents are also available to view online at https://www.adsplanroom.net/. Contract documents may be purchased with a non-refundable deposit by contacting American Document Solutions only. Purchase price is available upon request from American Document Solutions. Checks are to be made payable to “ADS”, and mailing costs are the responsibility of the purchaser.

Instructions to Bidders

Pre-bid conference will be held on Thursday, July 17, 2025 at 2 p.m. local time at the office of City of Clarksburg, Missouri, located at 112 E. State St., Clarksburg, Missouri, 65025. The City of Clarksburg, Missouri, is an Equal Opportunity Employer and invites the submission of proposals from Women and Minority Business Enterprises.

Bidders are informed that the owner reserves the right to waive any informalities or to reject any and all bids.

Each bidder must deposit with his bid security in the amount, form and subject to the conditions provided in the “Instructions to Bidders.”

No bidder may withdraw their bid within 90 days after the actual date of the opening thereof.

Bidders are informed that pursuant to Section 285.530, RSMo, as a condition of the award, the successful Bidder shall, by sworn affidavit and provision of documentation, affirm its enrollment and participation in a federal work authorization program with respect to the employees working in connection to the contracted services. Successful Bidder shall sign an affidavit affirming that it does not knowingly employ any person who is an unauthorized alien in connection to the contracted services. All bids shall reflect payment of not less than State of Missouri prevailing wage to be paid to all workers performing work under this contract in accordance with all requirements of Sections 290.010 through 290.580 RSMo.

All contractors or subcontractors doing work on the Project must require its on-site employees to complete the ten-hour construction safety training program required under Section 292.675, RSMo, unless they have previously completed the program and have documentation of having done so.

Bidders on this work will be required to comply with the President's Executive Order Number 11246. Requirements for bidders and contractors under this order are explained in the specifications. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and Davis Bacon and/or State Prevailing wage rates to be paid under the contract, Segregated Facility, Section 109, and E.O. 11246. MBE, WBE and Section 3-DBE bidders are encouraged to bid.

The PROJECT has been financed through the Missouri State Revolving Fund, established by the sale of Missouri Water Pollution Control bonds and federal Capitalization Grants to Missouri.
