Phillips 66 Pipeline LLC submitted a Part 70 Operating Permit application for its Jefferson City Terminal plant located in Jefferson City, Missouri. The department reviewed the application and proposes to issue a Part 70 Operating Permit. The department invites the public to review and offer written comments on the draft permit until June 29, 2025. The public can review the application and draft permit below. Copies of the draft permit, all materials the applicant submitted, other than those granted confidential treatment, and a summary of other materials, if any, considered in making the preliminary permit determination are available from the Missouri Department of Natural Resources, Air Pollution Control Program, P.O. Box 176, Jefferson City, MO 65102-0176, or by calling 573-751-4817.

Comments larger than 20 MB need to be submitted by mail to the address above.

An informal public hearing about the draft permit will be scheduled, if requested by June 19, 2025. The person(s) requesting the hearing must identify material issues regarding the preliminary permit determination. If a public hearing is scheduled, an announcement for the public hearing will be posted at Air Public Notices.
