The City of New Florence, Missouri, is requesting proposals for services to complete a manhole and pump station rehabilitation. Bids for the construction of the project will be received at 217 Main St., New Florence, MO, 53363, until Tuesday, June 17, 2025 at 10 a.m. local time. At that time, the bids will be publicly opened and read.

This project is financed through the Missouri State Revolving Fund and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.

Obtaining the Bidding Documents

The Issuing Office for the bidding documents is Drexel Technologies, 10840 W. 86th St, Lenexa, KS 66214.

Copies of plans, specifications and addenda can be viewed or purchased for a non-refundable fee at www.drexeltech.com, in their eDistribution plan room. Bidding documents will be shipped only if the requesting party assumes responsibility for all related charges. Corporate, certified or cashier’s checks must be made payable to Drexel Technologies Inc.

Questions on the Bid Documents from general contractors and sub-contractors will be answered by the Columbia, MO office of the Consulting Engineer. All questions must be submitted using the Request for Information Form (RFI) included in the specifications to Susan Copenhaver of the consulting engineer via e-mail at scopenhaver@mcclurevision.com. Any explanation or interpretation made will be in the form of a written response on the RFI form or by Addendum issued by the Consulting Engineer and furnished to all Bidders  identified  as  plan  holders  of  record. Requests  for  substitutions  shall  be  made  per Specification Section 01 25 00 Substitution Procedures.

Instructions to Bidders

All bidders are required to obtain plans and specifications from Drexel Technologies Planroom and must be listed as a plan holder for the bid submitted to be valid. Any bidder not listed on the plan holders list will have their bid rejected. For all further requirements regarding bid submittal, qualifications, procedures and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

A pre-bid conference for the Project will be held on Wednesday, June 4, 2025, at 10 a.m. at City of New Florence, 217 Main St., New Florence, Missouri. Attendance at the pre-bid conference is encouraged but not required.

Bid security shall be furnished in accordance with the Instructions to Bidders. No bidder may withdraw his bid within 90 days after the actual date of the opening thereof.  All bidders are required to make the six good faith efforts to assure compliance with the State’s “fair share goals” and are required to comply with EEO regulations. Bidders on this work will be required to comply with the President’s Executive Order Number 11246. Requirements for bidders and contractors under this order are explained in the specifications.

Construction shall follow the requirements of the American Iron & Steel Provisions explained in the specifications. The project contractor and each subcontractor shall require each on-site employee to complete the ten-hour safety program required under Section 292.675, RSMo, within 60 days of beginning any of the work on the project, if he or she has not previously completed the program or does not have documentation of doing so.
