The regulatory impact report (RIR) for proposed revisions to 10 CSR 25-7.266 Standards for the Management of Specific Hazardous Wastes and Specific Types of Hazardous Waste Management Facilities, is available for public review and comment until July 8, 2024. Written comments may be submitted by mail to Missouri Department of Natural Resources, Waste Management Program, P.O. Box 176, Jefferson City, MO 65102-0176 or online through the Regulatory Action Tracking System. Please include a reference to the specific section to which your comment relates and your contact information: name, email address and phone number.

An RIR is required at the beginning of the rulemaking process for rules recommending environmental standards or conditions. It documents the environmental and economic costs and benefits associated with the proposed rule changes. The department invites the public to review and submit comments to help ensure that our regulations provide required protections but do not add unneeded costs. Only the RIR is open for public comment at this time. The department will review all comments received at the end of the public comment period and post the comments and the department’s response in the Regulatory Action Tracking System before filing the proposed amendment with the Secretary of State. The proposed rule will be open for public comment at a later date.

The proposed rule amendment updates federal references and regulations adopted in 40 C.F.R. Part 266, from 2013 to 2024. This includes Hazardous Waste Pharmaceuticals, Conditional Exemption for Low-Level Mixed Waste, Spent Lead-Acid Batteries and Hazardous Waste Burned in Boilers and Industrial Furnaces.
