The city of East Prairie, Missouri is requesting proposals for services to complete a lead service line inventory and/ or provide lead service line replacement plan services. The digital copies of the full scope of the required services and the proposal requirements and forms can be obtained at no charge by email from Waters Engineering, Inc.. Requests for these documents should be sent to main@waterseng.com.
All proposals must be mailed to or hand-delivered and received at East Prairie City Hall, 127 E. Main St., East Prairie, MO 63845 by Thursday, Jan. 18, 2024 at 10:00 a.m. local time, at which time they will be opened and read publically. Late proposals will not be considered. Electronic proposals will not be considered. Conditional proposals will not be accepted. Proposals must be sealed and clearly labeled with the Owner's name and address on the outside of the envelope.
This project is financed through the Missouri State Revolving Fund, by the Water and Wastewater Loan Revolving Fund and federal Capitalization Grants to Missouri.
Request for Proposals
The city of East Prairie is requesting proposals for services to complete a lead service line inventory and/ or provide lead service line replacement plan services. The completed service lead line service line inventory spreadsheet should adhere to 40 CFR 141.84. The city of East Prairie has an estimated 1,320 service lines.
The city of East Prairie is requesting pricing for several services as part of this project, which are further explained in the document attached below. Bidders should be aware that they will be expected to complete forms required by the state funding agency. Additionally, there will be language requirements and forms from the state funding agency that will need to be incorporated into the final contract that is signed by the city and selected bidder.
Bidders on this work will be required to comply with the President's Executive Order Number 11246. Requirements for bidders and contractors under this order are further explained at the link provided below. The appropriate state and federal wage rates are applicable to this project.
