Fred Alan Taylor of Bruce Oakley Inc. requested Section 401 Water Quality Certification to accompany the U.S. Army Corps of Engineers' (USACE) Permit No. MVM-2023-00182. The project is located on a classified unnamed river chute to the Mississippi River, in Pemiscot County, Missouri. The proposed project consists of annual maintenance dredging of 4,000 to 10,000 cubic yards of accumulated silt and sediment around barge transfer equipment. Dredging will be done by using hydraulic dredge, clamshell dredge, or drag bucket dredge. Dredged material will be discharged mainly to an existing and approved upland disposal site, owned and maintained by the Pemiscot County Port Authority. Material will be transported to the disposal site by a floating pipeline if hydraulic dredging is used, or barges if clamshell or drag bucket is used. The disposal site is permitted by USACE permit number MVM-2022-00153, with a Section 401 Water Quality Certification issued Nov. 7, 2022. When the upland disposal site is not available, in-river disposal will be used.
