Non-playground and Playground Scrap Tire Material Grant Requests, June 1, 2022 to July 15, 2022

The department has grant funding available for both non-playground and playground scrap tire surface material grants.

The department has grant funding available for both non-playground and playground scrap tire surface material grants. The department will accept applications for fiscal year 2022 projects until July 15, 2022. The department will award both types of grants on a competitive basis.

  • Non-playground Scrap Tire Material Grants - Approximately $400,000 is available during the fiscal year 2022 grant cycle for scrap tire material grants for running tracks, walking trails, equine/ livestock stalls/riding area or similar types of surfacing projects or molded products. Grant recipients requesting mats/tiles or pour-in-place surface material or molded products will be eligible to receive up to $50,000.
  • Playground Scrap Tire Surface Material Grants - Approximately $600,000 is also available during the fiscal year 2022 grant cycle for playground scrap tire surface material grants. Grant recipients requesting mats/ tiles or pour-in-place surface material will be eligible to receive up to $40,000.

Completed applications submitted by mail must be postmarked by July 15, 2022. Applications submitted online must be submitted by 5 p.m. Central Standard Time on July 15, 2022. To submit an application online, complete the following steps:

  1. Download and save the financial assistance forms for the relevant grant or loan
  2. Complete all required forms
  3. Establish access to the department’s Funding Opportunities Portal by completing the Funding Opportunities Portal Access Request
  4. Begin your request for financial assistance by logging into the Funding Opportunities Portal. This process can take 24-48 hours.
  5. Select the financial assistance program you are applying for. The system will guide you through the process and allow you to upload your documents.

Who may apply?

Public schools, private schools, parks, non-profit day care centers, other non-profit organizations, and governmental organizations other than state agencies are eligible to submit applications. Prior recipients of non-playground or playground scrap tire material grants are ineligible during this grant cycle unless an expansion to the prior surfaced area is planned or a different location/ area will be surfaced. Privately owned [businesses and organizations], residential backyard areas and private in-home day care centers are ineligible. 

What projects are eligible?

Non-playground grant funds are available for the cost, delivery and vendor installation of scrap tire surface material for running tracks, walking trails, equine stalls/riding area, picnic tables or benches, or other similar projects or products. Mats/ tiles, pour-in-place material and molded product(s) must be placed on asphalt, concrete or other suitable surfaces. Playground grant funds are available for the cost, delivery and vendor installation of scrap tire surface material for playgrounds only.

What types of scrap tire materials are acceptable?

All grant recipients will be required to purchase scrap tire material from manufactures whose scrap tire material contains at least 40% Missouri generated scrap tires. Mats/ tiles or pour-in-place material must be placed on asphalt, concrete or other suitable surfaces. All surfacing projects must conform to the manufacturer’s specifications and be approved by the department. All projects must be located within the state of Missouri.

Is there a match requirement?

While the current scrap tire regulations allow the department to require a recipient match of up to 50%, no match will be required for this year’s grant cycle. The department may require matching funds in future grant cycles.
