The Agricultural Anhydrous Ammonia Rule was delegated to the Missouri Department of Natural Resources through House Bill 3, which became effective Jan. 2, 2023. According to Code of State Regulations 10 CSR 10-6.255, agricultural anhydrous ammonia facilities in Missouri, which includes retail agricultural anhydrous ammonia facilities and distributor or terminal agricultural anhydrous ammonia facilities, must report and pay annual registration and tonnage fees to support the implementation of the state delegated program.

Initial Registration and Fees Schedule

The initial fees are due March 31, 2025.

Reporting

Each affected facility must complete and submit the reporting form below for the 2023 and 2024 calendar years. Facilities wishing to pay the fees for multiple facilities with a single payment must complete one multiple facility fee reporting form, in addition to a tonnage and fee reporting form for each facility.

Payment

The initial fees will cover registration and tonnage fees for both the 2023 and 2024 calendar years. Facilities may make payments by check or online with a credit card for an additional convenience fee. To pay online follow the link below.

Future Registration and Fees Schedule

In calendar years 2026 and beyond, fees will be due on March 31 each year for the previous calendar year’s tonnage and registration.
