The Missouri Department of Natural Resources describes an Oil and Gas Extraction business as:
A business or individual who is associated with the exploration, production and subsurface storage of oil and gas in Missouri. The business extracts the oil and gas to sell to other businesses. The individual may only use the gas or oil to heat their property. However, they are still required to obtain a license and permit. This type of business also includes those interested in drilling oil and gas productions wells and underground injection control wells.

Even though the request is approved by both Missouri Department of Transportation (MoDOT) and the Missouri Department of Natural Resources, you must apply for and renew the license through MoDOT.
