What is MoGEM?

The Missouri Gateway for Environmental Management (MoGEM) provides the regulated community an opportunity to conduct business with the Missouri Department of Natural Resources. MoGEM is an online portal that serves as a login mechanism for the regulated community to access a department service or program system. Users can navigate back to the MoGEM online portal homepage, where they can then proceed to a different department service. In order to use these services you must register though the U.S. Environmental Protection Agency’s Shared CROMERR Services (SCS) or log in to MoGEM with existing credentials.

What roles are used in the MoGEM Portal?

  • Organization Official - The main user responsible for connecting and managing people in other roles to his or her organization. There must be at least one organization official for each organization and this role should be the first to access the MoGEM portal for an organization. He or she can sponsor people in other roles and can accept or reject pending requests for the organization. Only an Organization Official can enter a new organization in Shared CROMERR Services. Can add, edit, certify or sign permit/report information.
  • Certifier - Can add, edit, certify or sign permit/report information.
  • Preparer - Can add or edit permit/report information, but cannot certify it or sign it.
  • Viewer - Can only view permit/report information.

What is an organization?

An organization is the umbrella within which users will gain the different MoGEM portal roles for conducting business with the department. For example, a business may be an organization which assigns staff members and consultants to roles for processing a permit.

Why can’t I find my organization?

You can only find an organization if it already exists within SCS. Only an Organization Official can enter a new organization. The Organization Official must be the first person within the organization to create an account. If you will be a Certifier, Preparer or Viewer, please ask your Organization Official to establish an account and enter a new organization before you create an account.

How do I create an organization?

You must be an Organization Official to create an organization. After you choose a partner, program and role, you will need to search the existing organizations. If your organization is not found, SCS contains a link for creating a new organization.

What characters can be used in a password?

Although SCS will let you use a wider variety of special characters, you may only use a combination of at least one uppercase character, lowercase character and number for the MoGEM portal.

If I didn’t get verified by LexisNexis, how can I proceed?

If you fail to get verified by LexisNexis with too many attempts, the system will lock. In this case, you must wait one hour before additional attempts. If you are unable to pass identity verification, click the link to print and sign a manual verification. Mail it to the address indicated on the form or to the direct staff member you have dealt with regarding the program service you are registering for.

Who is an Account Owner in SCS?

While creating your account in SCS, the account owner section should be your personal information, not the company information. Use your legal name listed on your birth certificate, not nicknames, for your account owner information.

What is an eSignature?

An eSignature is a legally binding signature, same as a signature on a piece of paper.

What is a Challenge/ eSIG-PIN/ Secret Question?

Challenge questions are also known as secret questions or eSIG-PIN questions. These five questions are used any time you have to electronically sign within a department service or program system. 

To log in to department system I’m doing business with, do I have to go through the MoGEM portal and EPA website?

Yes, the first time accessing the MoGEM portal, you will have to create your account through EPA’s SCS website. If you are a user that will have an eSignature, you will also have to go through the LexisNexis identity website. Once you have created an account in SCS, you then will log in to the MoGEM portal in order to access the department service or program system you need to do business with.
