Elliott Usher was named as Deputy General Counsel for the Missouri Department of Natural Resources, effective Sept. 18, 2025. Elliott has worked for the department since April 2022. He provides legal support to the Division of Environmental Quality’s Superfund, Federal Facilities, Natural Resource Damages, Brownfields and EER programs, and recently to the Division of State Parks on real estate questions. Most of Elliott’s work has focused on issues associated with long-term environmental contamination.

Before working for the department, Elliott worked for the Attorney General’s Office, the Missouri Department of Commerce and Insurance and the Joint Committee on Legislative Research. He graduated from the University of Missouri-Columbia in 2007 and the University of Iowa-College of Law in 2015.
