Public Water Supply District No. 2 of Howard County, Missouri is requesting bids for constructing a water systems improvements project. Separate sealed bids may be submitted at the Public Water Supply District No. 2 office, located at 512 First St., Glasgow, MO 65254, until Tuesday, Aug. 19, 2025 at 1:00 p.m. local time. At that time, all bids received will be publicly opened and read.
The work to be performed under this contract consists of installing a total of approximately 26,391 lineal feet of pipe, including 24,895 lineal feet of 8-inch, 100 feet of 6-inch and 1,396 feet of 4-inch PVC Class 200 pipe. Pipe will primarily consist of a single new 8-inch PVC pipe to be installed in private easements adjacent to county roads and State Route E. Work will also include required valves, fittings, flush hydrants, service re-connections and all site restoration work. Work will also include installing two standby electrical generator sets at two separate locations and a new pump station, including shed mounted 10 HP pumps and all necessary pipe, valves and fittings, pump house and 4-inch meter pit.
This project is financed through the Missouri State Revolving Fund and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.
Obtaining the Bidding Documents
The Issuing Office for the bidding documents is Own Inc., 218 Fifth St., Monett, MO 65708. Prospective Bidders may obtain or examine the bidding documents at the issuing office Monday through Thursday between 8:00 a.m. and 5:00 p.m., and Friday between 8:00 a.m. and 11:00 a.m.

Prospective Bidders are urged to register with the designated website as a plan holder, even if the bidding documents are obtained from a plan room or source other than the designated website in either electronic or paper format. All official notifications, addenda and other bidding documents will be offered only through the designated website. Neither Public Water Supply District No. 2 nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the sources listed above.

Instructions to Bidders
A pre-bid conference/meeting will not be held. For all further requirements regarding bid submittal, qualifications, procedures and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
No bidder may withdraw their bid within 90 days after the actual date of opening bids.
Each Bidder must deposit with their bid, security in the amount of 5% of their base bid, which is subject to conditions provided in the EJCDC C-200 Instructions to Bidders.

The project will be awarded to the lowest, responsive, responsible bidder. Public Water Supply District No. 2 reserves the right to waive any informalities or minor defects or to reject any or all bids and to re-advertise and to rebid.
