The City of Clarksville, Missouri will receive Bids for Clarksville WWTF Outfall Relocation Project until 2:00 PM local time on August 18, 2025, at City Hall, City of Clarksville, 111 N. Howard Street, P.O. Box 530, Clarksville, Missouri, 63336, at which time and place all bids will be publicly opened and read aloud.

Bids are invited upon the items and quantities of work as follows: 8” PVC Sewer Main – 3465 LF and 12 Manholes and related work.  No pre-bidding conference will be held.

Obtaining the Bidding Documents

Contract documents including plans and specifications may be obtained electronically at no charge at www.klingnerplanroom.com. Printing and shipping costs for hard copies are the responsibility of the Contractor. You must register with City Blue as a prime bidder or sub bidder to receive addendums and notices relative to the bid.

Instructions to Bidders

This project is being financed through the Missouri State Revolving Fund, by the Water and Wastewater Loan Revolving Fund and federal Capitalization Grants to Missouri.

Regulation 10 CSR 20-4.040(18) requires that “A minimum of thirty (30) days shall be allowed between the date when public notice, publication, insertion, or document available in a plan room is first published or provided and the date by which bids must be submitted.”

Bidders on this work will be required to comply with the President's Executive Order Number 11246.  Requirements for bidders and contractors under this order are explained in the specifications. This project is being financed through the Missouri State Revolving Fund, established by the sale of Missouri Water Pollution Control bonds and federal Capitalization Grants to Missouri.

A certified check or bank draft, payable to the order of __City of Clarksville, Missouri, negotiable U.S. Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with each Bid.

This project is being financed through the Missouri State Revolving Fund, established by the sale of Missouri Water Pollution Control bonds and federal Capitalization Grants to Missouri.

Attention is called to the fact that no less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project, and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin.
