The city of Mountain View, Missouri, is requesting bids for construction of the Wastewater Collection System Improvements project. Sealed bids will be received by Mayor. 126 North Oak Street, Mountain View, Missouri, 65548, until 10:00 a.m. local time on Thursday, July 10, 2025, at which time the bids received will be publicly opened and read. The envelopes containing the bids must be sealed, addressed and designated as BIds for the Wastewater Collection System Improvements, Attn: Mayor.

The work in general consists of the construction of 2,064 feet of 15-inch PVC sewer, 2,360 feet of 18-inch PVC sewer, 41 feet of 18-inch DIP sewer inside 30-inch casing pipe, 1,731 feet of 21-inch PVC sewer, 613 feet of 20-inch DIP sewer, 22 new manholes, as well as CIPP sewer lining, sewer point repairs, manhole repairs and lift station repairs.

Obtaining the Bidding Documents

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports and other information relevant to submitting a Bid for the Project. All official notifications, addenda and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Instructions to Bidders

A pre-bid conference for the project will be held on Thursday, June 19, 2025 at 10:00 a.m. at City of Mountain View City Hall, 126 North Oak Street, Mountain View, Missouri. Attendance at the pre-bid conference is encouraged but not required.

Bidders shall have a minimum of 5 years’ experience routinely engaging in the construction of wastewater facilities. Bid security in the amount of 5 percent of the bidder’s Maximum Bid Price must accompany each Bid, as stated in the Instructions to Bidders.Bids may be withdrawn prior to the time of opening of the first Bid; Article 16 of the Instructions to Bidders provides additional information of withdrawal of bids. Bids received from Contractors not listed on the official Bidder’s List as recorded by the Electronic Plan Room of Quest CDN will be returned to the bidder unopened. The City of Mountain View (the Owner) reserves the right to reject any and all Bids for a sound, documented reason.

Bidders are informed that the Project is subject to the requirements of Section 292.675 RSMo, which requires all contractors or subcontractors doing work on the Project to provide, and require its on-site employees to complete, a ten (10) hour course in construction safety and health approved by the Occupational Safety and Health Administration (OSHA) or a similar program approved by the Missouri Department of Labor and Industrial Relations that is at least as stringent as an approved OSHA program.

Attention is called to the fact that no less than the prevailing wages as stated in the contract documents must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. Requirements for Bidders and Contractors under this Order are explained in the specifications.

Sub recipients who request or receive from the grant recipient a subgrant, contract, or subcontract exceeding $100,000, at any tier under a federal grant shall comply with the Anti-Lobbying Act, Section 319 of Public Law 101-121, and file an Anti-Lobbying Certification form, and the Disclosure of Lobbying Activities form, if required, to the next tier above.
