The city of Jasper, Missouri is requesting bids for constructing a wastewater facility upgrade. Sealed bids may be submitted at City Hall, located at 121 E. Grand Ave., Jasper, MO 64755, until Thursday, July 10, 2025 at 10 a.m. local time. At that time, all bids received will be publicly opened and read.
The work to be performed under this contract consists of constructing a new Lemna Polishing Reactor at the wastewater treatment facility. This project also includes replacing six floating lagoon aerators, two lagoon baffles and a lagoon cell floating cover; as well as installing new lagoon effluent gravity sewer piping, aeration blowers and various appurtenances, including electrical.
This project is financed through the Missouri State Revolving Fund and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.
Obtaining the Bidding Documents
The Issuing Office for the bidding documents is Olsson Inc., 550 St. Louis St., Springfield, MO 65806. All questions regarding the proposed construction can be directed to the Engineer, Mr. Jerry Jesky, PE. Visits to the project site may be coordinated with the City of Jasper by calling 417-637-2532.

Please Note: The official plan holders list will only be the combination of lists maintained by Springfield Blue and Tri-State Area Contractors Association. It is the responsibility of all plan holders, whether they received digital downloads or paper copies of the plans and specifications, to return to the planroom periodically to check for Addenda which may have been posted. The Engineer will also reach out to plan holders to ensure all addenda have been made available to potential bidders. Obtaining these documents from any other source(s) may result in obtaining incomplete and inaccurate information. Obtaining these documents from any source other than directly from the source(s) listed herein may also result in failure to receive any addenda, corrections, or other revisions to these documents that may be issued.
Instructions to Bidders
A pre-bid meeting will be held in at the City Hall at 1:30 p.m. on Tuesday, June 10, 2025, to go over the project, answer questions, clarify any outstanding issues and visit the project site, as needed. Potential contractors/ bidders are encouraged to attend the pre-bid meeting, but attendance is not mandatory. Please have any questions prepared ahead of time.
Contract time will be as specified in the bid form. No bid may be withdrawn within a period of 60 days after the date fixed for opening bids.
Bids will be received on a unit price basis and contracts will be awarded based on the total lump sum bid as derived from the unit pricing and estimated quantities. Each bidder shall file with his bid a cashier's check, certified check or a bidder's bond for 5% of the total amount of the bid, made payable to City of Jasper, Missouri, hereinafter referred to as owner. The bidder to whom a contract is awarded will be required to furnish a performance bond and a payment bond on the forms provided, acceptable to owner, in the amount of 100% of the contract price, in conformity with the requirements of the General Conditions.
Bidders on this work will be required to comply with the President's Executive Order Number 11246. Requirements for bidders and contractors under this order are explained in the specifications. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and Davis Bacon and/or State Prevailing wage rates to be paid under the contract, Segregated Facility, Section 109, and E.O. 11246. The city of Jasper is an Equal Opportunity Employer and encourages the submission of bids from Women and Minority Business Enterprises, and Section 3-DBE bidders. State and/or Federal wage rates paid on construction work for this project shall be at least equal to the prevailing wage rates as determined for Jasper County, Missouri.
Attention is called to the fact that no less than the prevailing wages as stated in the contract documents must be paid on this project, and that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, color, religion, sex or national origin. The owner shall award the project to the lowest responsive, qualified and responsible bidder. The owner reserves the right to reject any or all bids and to waive any informalities or irregularities therein. All bidders must agree that such rejection shall be without liability on the part of owner for any damage or claim brought by any bidder because of such rejections, nor shall the bidders seek any recourse of any kind against owner because of such rejections. The filing of any bid in response to this invitation shall constitute an agreement of the bidder to these conditions.
