Little Blue Valley Sewer District of Independence, Missouri is requesting bids for constructing a wastewater facility expansion. Separate sealed bids may be submitted at the district office, located at 21208 E. Old Atherton Road, Independence, MO 64058, until Thursday, May 13, 2025 at 2 p.m. local time. At that time, all bids received will be publicly opened and read.
The work to be performed under this contract consists of the following:
- Raw Wastewater Lift Station - new pumps and associated piping and valves
- Raw Wastewater Meter Vault - new meter and associated piping and valves
- Raw Wastewater Flow Splitter - new weir gates
- EFHB #2 and EFHB #2 Outlet Structure – new construction
- Headworks Building #1 - electrical modifications
- Headworks Building #2 - new construction
- Aeration Basins #2 and #3 – new construction
- Secondary Clarifiers #3, #4 and #5 – new construction
- Tertiary Filtration Building – building expansion and new tertiary filtration units
- UV Structure - new UV modules
- Effluent Reaeration Structure – expansion and new equipment
- Chemical Building – new construction
- RAS/WAS Lift Station #2 – new construction
- Aerobic Digester #3 and TWAS Pump Station – new construction
- Anaerobic Selector Basins #1, #2 and #3 – new construction
- Post Oxic Basin new construction
- Sludge Reed Beds #1, #2 and #3 – new construction
- Raintree Pump Station Improvements
- Miscellaneous site civil, piping and electrical improvements.
This project is financed through the Missouri State Revolving Fund and federal Capitalization Grants to Missouri. Neither the Missouri Department of Natural Resources, its divisions, nor its employees will be party to the contract at any tier.

Instructions to Bidders
Bids will be received for a single prime contract. Bids shall be on a lump sum basis, with additive alternate bid items as indicated in the Bid Form. Bid security shall be furnished in accordance with the Instructions to Bidders. The Little Blue Valley Sewer District reserves the right to reject any and all bids, to waive technical defects in bids, and to select the bid(s) deemed most advantageous to the District.
