The department proposes to issue a Section 401 Water Quality Certification to The Doe Run Company, subject to general or special conditions. The department invites the public to review and offer written comments on the proposed certification conditions until July 5, 2024. The public can review the proposed certification conditions below. Other relevant information is available for review and copying upon request. Please include the certification number in the comment letter.

The Missouri Department of Natural Resources’ Water Protection Program has reviewed the Preconstruction Notification (PCN) for MVS-2021-00700 in which the U.S. Army Corps of Engineers (USACE) has requested comments for the consideration of a waiver of the 500 linear ft (LF) limit for Nationwide Permit (NWP) 13 for “Bank Stabilization.

The Doe Run Company's project proposes to stabilize approximately 750 LF of the Joachim Creek by placing 5,770 cubic yards of fill material, including riprap and crushed stone. Construction Best Management Practices will be utilized, a turbidity curtain will be installed to help mitigate high sediment levels downstream of the project, and elevation and/or contour changes caused during the project’s construction will be corrected.
